For those that enjoy conspiracy theories... the USS Ronald Reagan is just south of San Diego right now for training and a sudden cruiseship rescue mission (LOL). I would assume that the battle fleet sticks together, even in friendly waters. Obviously a sub or destroyer wanted to have some fun!

Military tests are done all the time and war games are held all the time for political reasons. They are announced, they make sure the world is watching and then its done. Military tests aren't generally done in plain view and then denied.

I have a friend that works for Raytheon and they are working on the Trident submarine missiles. VERY good possibility it could be SLBM's. If it is they are just testing it not trying to intimidate.
