I need to know what is the best place to buy cars from (country) at the greatest prices. I am looking to buy a used car (around 3-4 years of age) and I'd like to know where I can get the best price for export.

There are cheap cars because they were in the flooding. There are cheap cars because their odometer has been adjusted, and there are cheap cars because they were stolen. But if you want quality aim for Germany, as they have strict laws on maintenance.

Cheaper new cars are probably in the Baltics. I'm talking about cars that were sold here as brand new, used for 40-60k km and then returned to the bank. Banks sell them really cheap.

For example, a Peugeot 407SW 2006 2.0 Aut with 60k km went for 8500EUR. While in Germany similar car sells for at least 15000EUR. At least it was like that a year ago.

The list prices of car in holland are cheap because the taxes are crazy. I know UK people used to but their cars in Holland and not have to pay the dutch taxes, but probably that loopholes been stopped.

In Latvia you can get cars very cheap if you will pay cash. For example a 2008 S550 Long for 25K EUR cash.

Problem with german cars is that they have all super high mileage. Latvia is cheap, yes, but many are after accidents.
Best place for BMW (I know that's what you are after) as I said on msn, is Belgium.
Poland is expensive for REGISTERED cars because we have to pay 18.6% duty to import. The non-registered cars are usually the cheapest shit from germany or crashed in belgium and fixed here. Avoid france too, they take years to report cars stolen to interpol and a few years down the road police might come and take your car. Not saying every car from there is stolen, just saying be very very careful with cars from that country.

Most of the cars I have had that i have had good luck with came from Italy.

really? I bought my first car from the UK and drove it here for a few years, then gave it my dad who drove it to the ground - it was a blue Polonez btw and I paid for it something like 200-300 pounds, but that was probably 15 or more years ago
