What are the best linking practices?

For a long time everyone has said stay within the niche when linking to other sites.

Is this still the best practice? I see a few on linkspun wanting to link to their main page instead of sending you to their (niche) specific page if it is a multi-niche tube or something.

xyz.com/ "not as good"
