of course they can be intercepted, RIM-161 Standard Missile 3 has a speed of Mach 15.25, it's able to intercept pretty much all except the most modern ICBMs...

Go try it Course in a laboratory it's possible, as well as it's possible to intercept your own missile with a know trajectory in the preliminary specified point. To be honest, I know what I will do in case of the nuclear alert. I will enter to the balcony to see the sunrise. I'm not mad and I'm not kidding. I live in Moscow and the flight time of the US nuke missiles from Caspian and Baltic seas is about 5-7 minutes (the same as ours need to reach them from the Atlantic and Pacific oceans). When I say those who will survive, I mean the leaders will be in deep bunkers and those who launch the nukes will also be in bunkers. At lease those in the US as most of the nuke launch sites are underground. Then of course the others are in submarines.

In Holland they used to test the sirens every third monday in the month (or so). They stopped for a while in 1989, than started again, stopped and i think they still do it every month now. They also use it when a disaster happens.

The book Command and Control by Eric Schlosser is a really good read on nuclear stuff. The 'little boy' bomb dropped on Hiroshima, only 1.38% went super critical causing atomic explosion. The rest was blown apart before going super critical, so did not do anything. So just 1.38% caused all that damage.
