I think he was running in fear, after doing this by some mistake. Running was useless and if he was planning to do a damage, he would be armed at least with a knife.

1) He is a citizen of Kyrgyzstan (clearly written in his driving license, which was issued also in Kyrgyzstan and it even written at his face...) So he has never been Russian. The village idiot simply confused gas and brake pedals after 20 hours of continuous driving w/o any rest. Course it's a serious crime, but not because of DUI and it was clearly not a terrorist attack.

3) Shit happens and it's good that nobody has died because of that traffic accident.
