i don't know latvia and estonia, i'm from poland and i know ukraine too (a litle)...

what i can say about Poland and Ukraine: it's quite cheap, terrible roads, HOT GIRLS, very nice food.

you can live very ok in Poland for 1000 euros monthly (if you don't rent something with prices for foreigners...), in Ukraine it will be even nicer for you with that money
oh yes and we have also very nice landscapes and nature in general...forests are not behind fence like sometime in UK they are... ;-)

So, Poland:

- schools - there are not so many foreigners in Polish elementary and secondary schools...only on universites they are...generally speaking schools are OK, higher level than in USA....

- hospitals - better to have private health care and insurance (you can get that for around 100 $ monthly)...

- taxes - it depends on the income, most people pay around 20 %
- long term visa: Poland is in UE so probably the same laws as for other UE countries...
- general quality of life: it depends what you are looking for...like i said: we have great food, hot girls, quite cheap alcohol ;-P, lot of monuments and nice nature.... we don't have: good roads and people over 40 don't speak english in general ;-)

Having lived in a number of countries in a few continents, I have to agree with this.

While more expensive than other places in Central/Eastern Europe, it is still significantly cheaper than anywhere in Western Europe and US - and has a comparable(if not better, in some areas) level of services, quality of life, etc.

I could name a few things that are annoying, for sure, but that's true everywhere.

It's not for me Ray.

But I won't be coming back to USA any time soon. At least not until the whole financial crisis is totally over and the US dollar is once again stable and safe, if ever. And if that day comes, it will probably be to Utah or somewhere around there, natural beauty and little off the path with a self sustainable home and small farm.

from the Baltic region the Estonia would be the best (and probably the only smart choice you can make) since it's small and has good business infrastructure if you think of doing business in there, especially online business. But over there is fucking cold in winter, so you should consider some other countries.

Poland and Chez Republic are bit better, since there are lots of hot chix to keep you warm during the cold months...

Spain is good too, but they are pretty poor and undeveloped country and are in debts so it could be risky. Also having long term problems with water supply and weather due the climate changes, but Barcelona is just way too cool city to live in, so you would probably had no problems adapting...

in general it all depends on what are you looking.
if you're looking for schools and hospitals, than Austria or Switzerland and UK would be the best places in Europe to live in, but also the most expensive ones....

I've been to all those countries, and my pick is Latvia. Quite comfortable for living AND it's easy to get permanent resident status, it's like 70k euro worth investments, financial (company, stocks) or real estate. You don't even have to live there all the time to get the status.

Taxes - I might be wrong but here's what I got: 26% personal income, 15% corporate, 21% vat, 0.5 to 1.5% real estate, social insurance 9% (and extra 24% paid by employer).

Riga's real estate prices 'd grown up like 25% last year, that's the world's highest rise 2010.

Estonia among all mentioned countries has the highest living standards if you can coop with a fact there are only 2-3 good restaraunts. Girls are hot and easy. Taxes are low and easy to underatand. Good hospitals, many scools even for english speaking kids. Good infrastructure and yes visas are easy to get and prolong.

Oh and the internet connections are cheap. I am on a 100/100mbps line for like $25/month. 3G connection is available at flat rates from $9/month for 2mbps downstream (no cap). But its pretty cold right now.. Like -12c. Seriously Estonia is the best.

I know all the countries you mentioned very well. The hospitals are scary and anyone thinking about raising kids in any of these countries is nuts unless they can afford to pay for private foreign schools. Lithuania is probably the cheapest and easiest to get a long term residence permit in. The Internet is super fast. Much better than the US.

All my thoughts while reading this thread is revolved around how much i dig polish and ukrainian cuisine.. they really know how to eat over there.. hehe
