In order to extradite for a crime;

Both nations must recognize the act as a crime.

The penalty of both nations must be roughly the same (generally capital punishment or long prison sentences in one nation as opposed to the other is a barrier to extradition).

The extraditing nation must prove that the crime occurred on their soil (jurisdiction).

We do this all the time if it's a US-based privacy registration service. I have always received what's been requested and we are not government but it does take a subpoena.
