Be careful with Paxum withdrawals

Both me and a friend did some withdrawals in the last few days from an atm machine in the Netherlands. Different atm machines, same bank.
All attempts did not work out: no money came out of the atm and the message appeared : Connection failed.
But to our surprise the money was withdrawn from our accounts.
After sending support tickets to paxum, we get the following reply:
Since the funds were not reversed to your Paxum MasterCard we can start an chargeback procedure, procedure that has a $40 fee and takes around 45 days to be completed.

Anyone else who had the same problem?

Hey there:

this is not a Paxum only problem, a few years ago when i had epassporte it happened, has happened too with the clickcash debit card they had a year ago, i think this is a common error happening in the ATM's and it happens randomly, when i made reverses i had to wait 30 working days to see my money back

Sounds like the connection to withdrawl and approve the release of funds went thru but the finishing did not - much like buying gas from a gas station as they obtain a hold - takes a week or two to release.

I've experienced experienced the same here in Rotterdam a few days ago on 9 July.

I tried to withdraw 1000 euros. I also got the message that the connection has failed.

However, today I discovered that 1000 euros have been withdrawn from my credit card account.

It's completely ridiculous that finding out what has happened will cost me 40 dollars.

Just tried another withdrawal but then from a different bank and this time there was no problem. So it seems it is just the abn amro that has this issue with paxum cards.

Some merchants will refund a transaction on their own within a matter of days. Some, however, will not, and for those merchants an official chargeback claim must be initiated with the bank.

The $40 fee for the chargeback claim is imposed by the bank, not by Paxum. Some clients have chosen to try to contact the bank directly about this fee in the past, and the bank has confirmed they are the ones charging a fee, not Paxum.

There is a limited time in which the chargeback form can be submitted to the bank, and that is 90 days from the transaction date. Once the bank accepts the form, the merchant has 45 days to provide proof that they did provide cash/services. At the end of the 45 days if no proof has been provided by the merchant, then the funds will be returned to the card at that time.

If you would like to initiate a chargeback, it is advised to submit the request as soon as possible for fastest results.

So it looks like it's open season on Paxum account holders who buy products under $40 from merchants. It'll cost the account holder more to chargeback than the cost of the good. Same for atm operators. In theory if you take out under $40 at a time the atm may as well just keep it and print out a receipt which reads "fuck you!". There is nothing you can do about it without costing you more $$$ than it's worth.

You would think there would be some laws in place which specify that chargebacks must be free for the consumer or the party at fault must pay the fees.

That's one thing people need to be aware of. These cards are not real debit or credit cards in that they don't seem to have the same protections as normal cards do from a real bank.

In my country (the US) these kind of cards are for poorer people or those who cannot get bank accounts for some reason. They typically have 3-10 times the fees of cards from regular banks. For instance here it's practically unheard of to be charged a fee make a chargeback (it may even be illegal). The same for charging for POS declined transactions. If a real bank did that to me then I would switch banks the next day. But I guess Paxum fulfills a niche for some.

I actually had a paxum issue today which said I had reached my daily activity limit. That was a first for me. Obviously I can only withdraw $2500 per day but I wasn't to that limit. Tried a different ATM and was told the same thing.

I used the card at a store and it worked fine but would not allow me to withdraw anymore funds.

I have experienced the same problem with Epass at an ATM from abn amro. The money was deducted from my account and added again a few days later.

I am using ATM's of ING and Rabobank every week and never experienced a problem with Paxum (or with Epass in the past).

It must be an abn amro problem. On a bitcoin board, people have reported the same problem with abn amro atms and okpay and payoneer cards. They had no problems using their cards in atms run by other banks.

I would blame the shitty bank doing that trick. Not paxum.

Those shitty banks suck so much.

No problem so far withdrawing here in South America.

Only problem are the shitty banks, charging SHITTY EXTRA FEES for the transaction, and applying the crazy currency exchange

We can't get dollars here in my country, because the shitty COMMUNIST government put restrictions to it and considers the dollar an enemy. And besides that, the ATM's only give pesos, since 10 years ago...

I wonder how other webmasters in this area do with all these shitty restrictions. Specially when they receive big wires or a checks, and can't get dollars and must get pesos at a ridicolous exchange rate, they lose lots of money...

That's nice. 1000 euros have been withdrawn from my credit card account. And even after if I've been proved right, they won't refund those 40 dollars.

let´s contact the bank and ask em for a refund, I saw an ATM machine yesterday with a sign (new sign) it says amb amro ATM´s are having technical issues with foreign cards

Actually I had the same issue with my US bank account card, this was at the ABN Amro
Got a connection timeout while funds were taken off the account but no cash was disposed, opened a ticket with the bank and got funds back within 12 hours

This is not correct.
This is the same standard reply you will always hear from Paxum, when this happens.
It happens sometimes, and it happened with epass before aswell.

Correct is, that some banks will refund a failed atm withdrawel within minutes, some within weeks without any action from your side.

However, before you pay Paxum this ridiculous $45 fee to initiate the investigation, do your self a favor and just go inside the local bank branch and ask for assistance.
All of them have a simple form to fill out and will refund the failed transaction.
I had this happen to me with a $120 withdrawal. And contacted Paxum first.
They went out of their way to change the terms and their fees site on Paxum to get me help lol.
After that I went to the bank, filled out a form and the money was back on Paxum before I was getting home. And they added $5 to it.

Morale of the story:
Paxum should, in the better interest of their customer, advise to settle the dispute with the bank locally, before advising to initiate the EXPENSIVE chargeback process. I have sent them an angry feedback, because I felt that customer support handled the situation completely wrong.
Looks like they still do not give advise in the interest of their customers.

However, before you pay Paxum this ridiculous $45 fee to initiate the investigation, do your self a favor and just go inside the local bank branch and ask for assistance.
All of them have a simple form to fill out and will refund the failed transaction.
I had this happen to me with a $120 withdrawal. And contacted Paxum first.
They went out of their way to change the terms and their fees site on Paxum to get me help lol.
After that I went to the bank, filled out a form and the money was back on Paxum before I was getting home. And they added $5 to it.

Morale of the story:
Paxum should, in the better interest of their customer, advise to settle the dispute with the bank locally, before advising to initiate the EXPENSIVE chargeback process. I have sent them an angry feedback, because I felt that customer support handled the situation completely wrong.
Looks like they still do not give advise in the interest of their customers.
In actual fact, the form we provide from the bank asks if the client has checked with the bank or merchant, and what their reply was.

The client must check 'yes' to that question for the chargeback to proceed. If the client checks 'no' to that question, then the chargeback will be rejected and the client is told to contact the bank or merchant first. This is standard practice.

Approximately 99% of the time the answer the client receives is 'Contact card issuer', at which point there is no alternative but to proceed with filing a chargeback.

To reiterate, the $40 fee is a BANK fee, and NOT a Paxum fee.

1) you would have to be stupid to be doing small transactions with paxum
2) too bad for you if you live somewhere that has shitty banks
3) in this business you should know at least a little bit about how credit cards work, and know also that waiting a little while will often correct this problem

I wouldn't have a Paxum card if they paid me to have it. Like someone else said, their requirements are fucking retarded. I actually had to take a pic of myself yesterday morning holding up my driver's license just to add a new bank account. What the fuck!?! Guess what, the new bank account still hasn't been fucking approved and I can't get my money out. Their fees are even more fucking retarded but that's another story. Nope, I don't like Paxum or the brain dead people they have working there. Hell, I think I'd rather just give my money to Chris Mallick than deal with their stupid shit

I've used Paxum for a while now and never had any issues. I wish they would lift my monthly $10,000 limit though. That's the only drawback I see with them.
