FBI lets suspects go to protect 'Stingray' secrets | KSL.com

This is pretty fucked up. Stingrays are fake cell towers which harvest information from every cell phone which is with-in it's range. It's obvious mass spying which is used primarily by police forces around the country. They are tracking your location with out a warrant by tracking your cell phone location. Supposedly they can track you down to a specific room with this system.

They are made by Harris corp which is in my home town and it's where they were developed. My uncle was the Vice President of Radiation, which eventually changed names to become Harris corp. They developed the first police radar guns way back then, which I have never forgiven him for, but they have a long history of developing things like this.

Anyway.. they are part of the domestic spying problem it seems..

Erie police had long tried to keep that contract secret, but the judge rejected that idea and ordered that details of the Stingrays be made public.

"If that is not an instruction that affects the public, nothing is," NeMoyer wrote.

The judge's order also noted that Erie police had used Stingrays to track down several criminal suspects, a suicidal person and four missing people, including an 87-year-old with dementia.

Erie County Sheriff's Office declined to comment to CNNMoney on Wednesday. Police spokesman Scott Zylka said they're now working with the FBI to appeal the judge's decision and keep the FBI agreement secret.

The FBI did not provide immediate comment.

ACLU is demanding details about Stingray use under public records laws.

Few people know Stingrays even exist — or that federal agents and police across the country are increasingly using them to arrest people. It's a small device that mimics a cell phone tower, duping nearby cell phones into connecting to it rather than a real phone company tower.

There's a growing privacy concern because while police use the Stingrays to track down an individual, they can potentially grab text messages and phone call data on thousands of innocent people.

In November, we learned that federal agents regularly fly planes nationwide that spy on Americans' phone calls. We also know police in at least 20 states use Stingrays, according to public records obtained by the American Civil Liberties Union.

But everything else is a mystery because police agencies have non-disclosure agreements with the maker of Stingrays: the Harris Corporation based in Melbourne, Florida. They also have similar hush-hush contracts with the FBI.

There have been several examples of prosecutors dropping charges to keep quiet about Stingrays. Late last year, Tallahassee police gave a sweet plea deal to a pot dealer who robbed someone with a BB gun. A felony charge with a four-year prison sentence became a misdemeanor with six-months' probation because his defense attorney discovered police used a Stingray to locate him.

Hanni Fakhoury, an attorney with the pro-privacy Electronic Frontier Foundation, said Tuesday's court order was the first time it became clear that the use of Stingrays is a nationwide tactic.

"We've long suspected that's the policy, but now we know," he said. "It's crazy on a billion legal levels."

The lead ACLU attorney on this case, Mariko Hirose, described Stingrays as military grade equipment that has no place being used on unsuspecting American citizens. She also said that the FBI's tactic to stay quiet about Stingrays makes little sense. Erie County spent more than $350,000 to buy two Stingray devices and related training and equipment.

"Why are municipalities spending so much money when they might have to drop the charges in the name of secrecy?" she asked.

About a month ago I was staying at a Residence Inn in Melbourne and decided to take a late walk before going to bed. Behind the Hotel was a huge building a couple city blocks long I thought was a mall so I started to walk in front of it. I immediately noticed heavy security, airport style entrance doors, then a security team started to cruise behind me. I cut across back to the main street and continued my walk. It was the Harris Corp.

I wondered what the hell they did, that's fucked up. The next generations of Americans are in for some real interesting times.

My little studio office is across the street from a Harris Corp building. It's set up the same way. They have their own security vehicles and everything.

they have buildings all over the place around Melbourne and Palm Bay. Their biggest complexes are on Palm Bay road, the city there essentially just gave them a city street so they could expand their buildings then built the street around the building.

They are testing a new product now which kills all cell signal within X range. The claims are its to be sold to movie theaters so they can stop people from using cells phones in theaters but my bet is it will be sold to hotels and other places like that so they can force you to use their services.

Anyway you can bet your ass that if you are in or around those areas of Melb/Palm Bay that your phone is being tracked, if by nothing else but for their testing facilities.

You don't seem to know how they use this stuff.. They pretend they got a tip and won't even tell you that they got you via this system.. Yea, they are just a little 5 billion dollars a year govt contractor which no one has heard of.. Makes you wonder how many others are like that. That whole area where I grew up was like the silicon valley of Govt contractors. Every major govt/military tech contractor had places around there. There are 3 Air Force bases there in Brevard County as well as NASA at cape canaveral.

I have mentioned this before with regard to my companies activities some of which are copycat activities of both local and federal law enforcement.

A monitored call as well as harvested data may ne be allowed in court but the information produced is often the groundwork for legally (Warrants/Wire Tap Orders) being issued by judges.

Stingray is a more evolved method of some of the older information gathering techniques used.

Cell Phones and Cordless Phones are monitored on a large scale world wide by many agencies and also by people not involved in the apprehension and prosecution of criminals.

Admissibility in court has become secondary to data, information, intelligence gathering in an effort to produce admissible data, information, and intelligence.

Wireless phones do not enjoy all of the same legal protections wired phones do and no phone and many of your conversations in person are intercepted while not publicly allowed to be presented in front of our public court systems.

I actually just looked up that location.. The building you are talking about was the old Melboure Mall.. I had no idea Harris had taken over the entire thing. This place is giant, it used to have a Sears at one end, a Montgomery Wards store at the other and a few dozen smaller shops in between.

Granted it's been vacant for years, it's insane that company needs that much space on top of the other locations they have around that area. There are several Gruman locations over by the air port and they bring in B2 bombers and other military aircraft quite often to install special radar systems..

I knew as a kid, if we ever got in a nuclear war.. That we were pretty much blown up with all the shit around there..

Yes this is the problem, they are mass collecting data but don't use it in the actual cases but rather use it as a way to pin point a crime..

Example, with stingray system, they can have a crime take place then go back and check their data to see if any cellphone were in that location. They now instantly have suspects being the owner of anyone's phone whom was in that location at that time.

They can't use it in court, but they can use the information to bluff someone into admitting guilt or use the info to developers probably cause. They then just claim an anti out source gave them the info..

There is no need to install tracking chips in people.. We willingly pay out our cash to buy them and use them everyday.

It all sounds good when they are using it to catch rapist, child molosters and violent criminals, but these tools eventually always end up being used on normal people.. Just like the warrant less wire taps were orginally supported to be just for extreme cases of national security.. Yet now it's used on everyone with a cell phone by the NSA.

I remember seeing a Defcon presentation where a guy spoofed a Cell tower using a laptop and a ham radio receiver. He was able to bump the phone down from 3g to 2g so he could intercept the calls.

Yea it's insane and that is just one company there. That whole area has places like that, with Gruman, Space X, DRS, Locheed, Martin Marietta (sp?) the list goes on and on.. There is billions in govt contracts in that area not to mention the non govt work those type of companies do..

You wouldn't think it, just by looking and driving around, but there is a lot of big money around there it's just not a big money looking area.

Anyway if you ever stay down there again, go to downtown Melbourne.. Lots of little bars and a pretty decent down town scene (Foobar is my favorite). They have a Friday Fest every 2nd Friday of the month where they close off the roads in downtown and have a block party.

Do not forget that most recipients of SNAP (Food Stamps) and many other government assistance programs are eligible for a no cost SafeLink cellphone also. If you can not afford 1 they will give you 1 so they can keep tabs on you.

If you are a fan of CBS Tuesday nights and watch "Person of Interest" you see some of this as well as other things that 98% of the population would never believe were true. Those of us in the know understand how realistic/true to life it actually is.
